Another day, another City Hall shakedown


Gloria Jeff is paid $95,000 to go away quietly. Settlement amounts under $100,000 cannot be reversed by City Council.

Out of the blue Donyielle gets a $250,000 contract to do computer work for the City to do conversion retiree payroll system for the police and fire department pension office. She did a bad job working on the old green and orange Department website. Here is the old version of the website. Many of these 'CONTRACTS" and "CONSULTANT FEES" are just cover ups that the administration uses to "pay back" or "pay off" SOMETHING THAT COULD BE MORE EMBARASSING were it be brought to the full light of day.

Huizar's employee paid his relatives. Who checked on what he did? Alatoree is paid as a "Consultant" but is really a lobbyist. Who checked on who paid him and why?

Remeber, under $100,000 does not require approval from the full council.

He appealed to the City Council, which negotiated a $50,000 contract.Former Community Development Department General Manager Clifford Graves resigned last year and was given a $25,000 contract to write two reports totaling 13 pages on the department's policy challenges and organization options.

And former Emergency Preparedness Department General Manager Ellis Stanley retired last month - at the nudging of the mayor and was given a four-month, $60,000 contract to write a report on issues important to the incoming general manager.

You will see people lie, cheat, steal, sexually harass, discriminate, commit crimes even. When they fire you, you have a lot of ammo to use to shake down the city because you were an insider. The city will now have to pay every time someone leaves or gets fired even if they sign contracts stating they know they are "at will."

The LAPD, LAFD and LA Animal Services Department are so messed up that anyone who leaves there will get money if they ask for it. Every day those Departments break the law, commit crimes, cover up, take bribes, leak confidential information, sexually harass...the employees, volunteers, members of the public. If they didn't hire people based on race only, maybe the Departments wouldn't be such a mess.

A very wealthy local business man offer the Mayor $10,000,000. The Mayor said "that's wonderful! what do I have to do to get the money?" The wealthy business man said "just hire a friend of mine to be the Director of Animal Services." The Mayor hired the guy on the spot, didn't even waste five minutes to try to verify the guy's resume. He did absolutely no due diligence on the guy.

Turns out the new Director never even graduated from college. He only went for one year then dropped out. Not only that but he said in his resume that he made Arizona "no-kill." He's never made any shelter anywhere "no-kill." He was fired from his last two jobs after leaving them financially broke and in complete disarray.

This is why this City is in horrible shape. The people that you'd least want to be Directors are Directors. They are mismanaging the Departments and causing the City to be involved in many lawsuits. The Mayor doesn't want to look like an idiot for hiring these idiots so he continues to back them up, cover up for them when they fail. He stands on the steps of City Hall and bleats out "we have the biggest and best animal shelter in the world!" when they aren't even the biggest in the immediate area.

p.s. The Mayor didn't even get the $10,000,000 in the end because the wealthy guy had a falling out with the Director when he realized he was a fake.

The problem with the city is that when department heads were taken off of civil service, during the Riordan years, doing the right thing and doing the political thing is now one and the same. GMs can't tell the kings and queens (Council) the truth because they will get fired. Instead the departments cow-tow to political pressure all the time.

Before the council could still direct departments to do stupid things, but they had to pass a motion and let everyone see the how they were favoring one group over another (usually campaign contributors). Now they just call the the GMs and threaten their jobs.

In the 1930's the civil service was set up in LA to prevent just this type of political influencing, but Riordan and his poor understanding of city government did away with checks and balances.

Instead we now have the mayor keeping track of GM by sex and race and trying to have them look like a UN meeting instead of appointing the most experienced and best qualified.

This is going to cause such political corruption that in a few years, when nepotism and cronyism reach such epidemic levels that civil service will once again have to be put in.

This is what happens when people who don't know history get elected and put in charge.

This is what has given us such a poor GM in transportation that even the Mayor had to fire her for incompetence. Affirmative action had to be subjugated for competence in this case. Lucky that he found a career city person who actually knows how to get things done, who happens to be black. Instead of an outsider whose main qualification was her gender and her race.

They said they didn't even look at my resume yet, just the application. The application just says name, address, are you a resident, ethnicity, nothing else. I rolled my eyes, then took the job.
