Goldstein reports that the Esperanza "charity" obtained "surplus property" from Caltrans in order to provide "affordable housing" to "low-income" households. Sounds nice, doesn't it? Then-Caltrans Director James W. Van Loben Sels enunciated this same logic in a May 1995 memo. After a Los Angeles Times expose uncovered dozens of unneeded houses still in agency hands, the local Caltrans office argued they should hang on to all of them, presumably to play if safe in case the freeway path changed and they would have to pay top dollar for land they just unloaded at rock-bottom prices. Loben Sels disagreed: “It is imperative,” he said, “that Caltrans divest itself of any property not absolutely required. We should be looking at reason to dispose of, rather than retain property.”
He seemed to have won a half-victory. The 21 surplus houses have a market value of $5.7 million.
The majority of homes that Caltrans parted with were in South Pasadena and even there controversy shadowed it.
A dozen of them were released in a single batch to a non profit called Esperanza Charities, which had proposed using the structures for developmentally disabled tenants. Two homeowner groups and South Pasadena in 1997 sued to block the deal, claiming it lacked environment review, good judgment for the neighborhood and smart business practice since selling them en masse produced less than selling them individually.
In the end, Esperanza capitulated, making only two of the 11 in South Pasadena for disabled tenants. Despite speculation that Esperanza converted the homes to market-rate, all of them remain fixed in the affordable range, according to Joseph Borda, the charity's founder. “The houses were in horrible shape when he bought them,” he said.

As even low income people are moving out of S Central and East L A they're taking their problems with them. The Los Angeles County district attorney's office charged four more gang members Friday in the killing of a 23-day-old baby near MacArthur Park last month.
One of the men, Juan Pablo Murillo, is in custody. Three others, Giovanni Macedo, Juvenal Cardenas Mejia and Guadalupe Torres Rangel, are wanted. A fifth man, Luis Silva, was arrested and charged days after the shooting.
The men, all members of the 18th Street gang, have been charged with murder, attempted murder and conspiracy to commit both murder and extortion.
The men could all face the death penalty, though prosecutors have not decided whether to seek it.
On Sept. 15, the infant, Luis Angel Garcia, was hit by a stray bullet as his mother and hundreds of other shoppers strolled amid the stores and outdoor vendors near the corner of 6th Street and Burlington Avenue.
Authorities said the gunmen were targeting a street vendor on 6th Street near MacArthur Park who had refused to pay $50 in "rent." The vendor, Francisco Clemente, also was shot, as was the baby's mother and the vendor's girlfriend.
Gary Hearnsberger, who heads the hard-core gang unit of the district attorney's office, said Murillo was the leader of one of the crews of the 18th Street gang.
"We've done a substantial job in taking the people from 18th Street who are taxing and extorting money from the vendors out of that area," he said.
Hearnsberger said he was hopeful that authorities would track down the other three defendants, even though they believe one or more might have fled to Mexico. "We're always hopeful that we can bring these people to justice," he said.
According to the complaint, Mejia and Murillo met on Sept. 15 and discussed collecting rent from street vendors in MacArthur Park and talked about a street vendor who had refused to pay rent or "taxes." Murillo told Mejia that he would fix the "problem."
Macedo got a gun and all five met near 6th and Burlington. Macedo began shooting, hitting Clemente and killing Luis, according to the complaint, which said some of the defendants had been demanding money from vendors since January.
In addition, the district attorney's office filed charges Friday in a case against two others for discouraging a witness to the killing from cooperating with police.

Who is Jim Murez from Venice Neighborhood council?
I had a run in with him yesterday at the neighborhood congress.
Here is a person who has no sense or believes he is entitled to act like a complete ass.
HE sits against the back wall with a laptop computer. Out of eyesight of anyone first entering the room. He stretches his legs as far as he can and then he places his monitor as far forward as it can go so he can read it. I happen to not see him sit there and I turn left to walk in front of him oblivious to his presence as he entered the room while my back was turned.
All I hear is Excuse me... Excuuuse me.... apparently I had brushed up against his monitor and it looked like he may have dropped his laptop. I turn and look at him and he continues on as he ASKS very sarcastically;
"Didn't you see me?" I say no and he continues his very sarcastic quotes. As he continues to look at me like he wants to pick a fight I stare back at him and ask him why he would extend his monitor as far out as it was and his legs. A place where everyone has to walk in front of him to get seated , with no ample room to walk , unless you push up against his monitor. HE seems so amazed at this question as if he has all of the right in the world to sit there. I have to leave the room and as I am trapped between a person standing there talking to someone else in front of where he is sitting and the only avenue out a DONE employee sees the situation and I tell her I can't get through.
HE ever so rudely states, " That maybe if you lost I lost weight you wouldn't have a problem getting by" The DONE employee asks me to just stay calm and ignore him . Jim MUrez begins to ask the DONE employee for security and she declines , since he was the one who continued to try and pick fights through the whole Planning and Land USE meeting at the Congress.
I can see why venice is in bad shape. With assholes like Jim Murez , one can only hope it can get better , because it sure seems like people like him picking fights with those of us who have no idea why he would do such a thing is ridiculous . I have photos of him flipping me off as I leave the room.
There are soooooo many corrupt non profits in this city yet the council do nothing but keep giving them more money. In some areas more then $1 BILLION dollars is given from the state, federal and city to the area yet they still have the same gang problem, kids dropping out of school etc. The only people doing better are the ones running the programs and their board of directors. How can someone running a non profit afford to drive a Mercedes???? Also, most of the people running the non profits have closer ties to council person in that area. Go figure!!!

Marcos Aguilar has strong influence in LA32. Free or cheap land for his next madrassa school. If he can't get part of DEBS Park, then threre is always City Redevelopment Property on a adjacent hill, or putting the squeeze on the owner of Elephant Hill for a piece of the his land with the threat of emminent domain.
Marcos Aguilar is working with the Environmental Group Northeast trees on "environmental Curriculum" for the Hazard park Wetlands Project. People who were supported of the Project now are taking back their support. Further, NET would not allow community members to paetake in ameeting between L.A. As a Latino I find it shameful shameful that we have so many Latino politicans in this city yet look at the state of it. Every area where there's Latino representation is worst then before they got in. Every one including Villaraigosa, Huizar, Reyes, Alarcon, Cardenas, Molina, Nunez, Becerra, Roybal Allard, Romero Cedillo districts they rep all look like TJ. Not one of them has helped clean up the blight, gangs, illegals, trash, graffitti, traffic, hit and run drivers, and the list goes on. You would think with all these Latinos they would have made a HUGE impact. But no, they care nothing about their own people and just collect a paycheck
