Mid-Day Briefs on the Los Angeles Political Scene for Tuesday: Councilman Huizar's "unexcused absence" contributes to council not meeting quorum

Councilman Huizar's Broadway Presser/Photo Op more important than making quorum for City Council meeting?
** 2:00PM Update: LA Times City Hall Beat Writer David Zahniser reports that a group of CD 14 constituents were disappointed in their councilman's "no-show". Councilman Huizar's spokesperson Rick Coca, gives his best "Coca Puff Explanation" stating that his boss was in the City Hall elevator when the meeting was called off. BTW, we heard that there were some 10+ speaker cards that were submitted that reference Councilman Huizar in some fashion.
"Councilman Huizar, please report to the chamber, Councilman Huizar, please report to the chambers"........., but he never did. Thus, after fifteen minutes of pleading for his council colleagues to make quorum, City Council President Eric Garcetti cancelled today's city council meeting.
For activists who made it to the John Ferraro Council Chambers on time and for those who were on the way, Huizar's failure to attend today's proceedings reinforces perceptions that he is dodging questions on the likes of CLARTSgate, Listgate, and the latest, his awarding of a CRA No-bid Outreach Contract to the CASA 0101 Theater Group.
One person who talked via phone from City Hall this morning, opined that another reason for today's cancellation may have to do with the pending audit of selected CRA's statewide by California Controller John Chiang. Thus, with Councilman Huizar's awarding of CRA money to CASA 0101 and bigger giveaways to the likes of Eli Broad's "Museum to Self", the City Council may not want to provoke Chiang to undertake a quicker review of CRA/LA books. Look for the City Council to sit on the status of CRA/LA for the short term, pending backroom discussions in Sacramento.
** The Daily News gets a quote from Boyle Heights Neighborhood Council President Jose Aguilar, "Its a huge disrespectful act, its incredible", regarding "Unexcused Huizzy's" no show today at City Hall
OTHER NEWS:
** Ron Kaye shares his comtempt for the City Council's failure to muster up a quorum for today's meeting. Attached is a video that showcases the numerous empty council seats. Garcetti can be heard stating that Councilman Huizar "could not make it to the chamber on time".
** The Labor Left Machine in Los Angeles has targeted CD 8 City Councilman Bernard Parks for defeat. Los Angeles County Labor Federation Leader Maria Elena Durazo defer on confirming whether the county-fed would allocate $$$$ to unseat the "reigning voice of fiscal reason" on the city council.
** Sierra Club shill, errr, insider Bill Haller reports (via Susana Reyes?) that CD 2 City Councilman Paul Krekorian has been endorsed by the environmental organization, for his first full term to the City Council. Now wondering if the Sierra Club will allow its membership to blog this information?
** The "Prosecutor Insider" at Los Angeles Dragnet has the best rundown on the potential candidates to replace Los Angeles County District Attorney Steve Cooley. Meanwhile, the growing riff between Cooley and Nuch is the topic matter at the "Weekly of Record".

Unbelievable Huizar was a no show. What an asshole! Emails are flying throughout the district letting everyone know that there were a lot of community members who attended to speak out on CRA. The coward that he is refused to come forward. All of a sudden Eric Garcetti wants to act like a leader and cancelled only after 15 mins. What a jerk!!! Everyone is saying he should have waited at least until 10:30am. Word is he's in bed with CRA and didnt want the bad publicity. HERE'S A NEWS FLASH. According to a Times report by Stephanie Strom, fraud and embezzlement in the non-profit sector account for a loss of $40 billion a year, or roughly 13 percent of philanthropic giving.

The article is based on a report (gated) recently published in the Nonprofit and Voluntary Sector Quarterly. Strom’s article peaked at about No. 6 on While Strom’s article hasn’t hit the Times’s “most e-mailed list“; I am guessing that just about everyone in the non-profit world has read it by now, and are readying their replies to anxious donors.

Thirteen percent gone to fraud! That’s about the same loss experienced by the Bagel Man — and he didn’t even have anyone watching the till.

There is a surprising amount of anti-Nuch sentiment out there, and the Trutanich Trolls who used to jump to his defense are nowhere to be found. Perhaps they've had enough of the San Pedro knuckle dragger too?

Councilman Huizar's priority is not to serve the public, but to do photo ops for business. Are this business on the list, maybe they are rated higher than City Council, his job at the moment. Is this a conflict of interest? Lets face it, he is not smart enough to come up with a better excuse. Several of us had already sign in at City Council, some for the CRA, others for Agenda 15, 4th Street Bridge at Lorena, and a group wanted to speak about the famous list rating individua, Churches, relitious groups, non-profits and more. Huizar you cannot run for ever, you will have to face the public.
Instead of spending money and time making up a list to remember who you like or not, it would be more constructive to list the couple of projects you have started and have not finish, with a time line for priority. I can help you with that.

The LA Times is reporting that CRA/LA, “Los Angeles’ redevelopment agency board hastily voted Friday to commit $930 million of agency money to the city to carry out redevelopment projects for years to come — presumably moving the money out of the state’s reach. The move, which would have to be approved by the Los Angeles City Council, would tie up the money the agency expects to take in via property taxes through 2016 and keep the funds from reverting to counties and school district as called for in the governor’s plan.”
Yes, we need to see if the city council of LA approves this bold concept.

No, I have never taken loyalty to a boss too far. I recognize though that it is a slippery slope. It is one of the major justifications for a slide into unethical behavior. But this story is just beyond the pale. I hope it serves as a cautionary tale to those who are drawn to charismatic figures.

This isn't just about a boss, though. Most people turn into simpering sycophants around anyone who has a measure of money and power. They fool themselves into believing that they're going to get a piece of the good life, whether they work in high end jobs or not. People stick up for the rich, the famous, and the corrupt politicians because they think one day, they'll be up in that lofty position and they don't want anyone else to criticize their actions.

A 16-count criminal complaint charging that Los Angeles City Councilman Richard Alatorre's political committees accepted nearly $85,000 in illegal contributions before his election last year was filed in Municipal Court on Thursday by the city attorney's office.

Rather, the complaint alleged that violations were committed by Alatorre's two campaign committees--Friends of Alatorre and Citizens for Alatorre--and two campaign treasurers, Ernest Camacho of Citizens for Alatorre, and Cecilia Alatorre Kunkel, the councilman's sister and treasurer of the other group.

Also named in the complaint was Mary E. Brooks, who Hahn said disbursed funds from both committees.

The three campaign workers face arraignment Aug. 7 in Municipal Court. If convicted, each could be sentenced up to six months in jail and fined $1,000 for each count. Kunkel was named in all 16 counts, while Camacho was named in nine and Brooks in six.

Hahn said none of the principals agreed to talk to investigators, and that the city attorney's office did not have the power to compel them to testify.

Not sure if anyone reads these comments, but the community needs to push a 3 strikes and you're out rule. Meaning: If a councilman or councilwoman shows up late to council more than 3 times without previously being excused, they're out of a job.

How many jobs do you know of where they let you show up late more than 3 times, and you don't get fired? We pay these public servants a lot of money, and they have taken an oath to do the job according to the city charter. If they can't make it on time on 3 occasions, they should be thrown out. The community should have elected officials who can show up to the charter mandated hearings on time.

Don't be so naive. Scratch the surface a little - one's character is easily read and a look into Alatorre and Snyder's court records speak volumes on their integrity. The Moret deal to split the Latino vote is testament of such chicanery. Not to be confused with Chicano who are the only people getiing screwed here by the politico's backroom deals. don't kid yourself, Snyder is a full fledged member of these "politicos" - even to this day.

Torres’ talk appears to be more than just idle boasting. According to recently unsealed investigative reports, Albert Del Real, a convicted drug dealer, former Numero Uno employee and brother of Raul Del Real, says he saw former L.A. City Councilman Mike Hernandez receive “stacks of money” from Torres in the 1990s. Then-City Councilman Richard Alatorre brought his vehicle to Torres’ warehouse to get serviced, leading Del Real to tell investigators he believed that Torres, who did not provide automotive services, was doing favors for Alatorre.

Alatorre and Hernandez, neither of whom returned calls for this story, have never been charged with wrongdoing in connection with Torres. They remain City Hall fixtures. Alatorre, who pleaded guilty to felony tax evasion in 2001, is an influential lobbyist and board member of L.A.’s Best, a nonprofit that operates out of Mayor Antonio Villaraigosa’s office. Hernandez is assistant chief of staff for Councilman Bernard Parks and Councilwoman Jan Perry.

Such allegations hearken to a highly publicized national scandal involving Horacio Vignali, Torres’ former real estate partner. They also raise questions about how far Torres’ political reach was, and whether that reach helped keep him out of trouble.

Torres and Vignali, formerly two of three principles in a real estate company called Tovicep, Inc., were exposed as longtime targets of federal drug investigations in a 2002 congressional report on Pardongate, the White House scandal arising from President Bill Clinton’s grant of clemency for Vignali’s son, convicted drug trafficker Carlos Vignali Jr. The report examined revelations that, in the 1990s, Vignali was a big financial contributor who enlisted numerous politicians, including L.A. Sheriff Lee Baca, then U.S. Attorney Alejandro Mayorkas, U.S. Rep. Xavier Becerra and Mayor Antonio Villaraigosa (then a California assemblyman) to lobby Clinton for the clemency. Hernandez and Alatorre were among those who lobbied for Vignali Jr.’s release.

The biggest news of today is that the federal Securities and Exchange Commission is investigating California's state pension fund, Calpers.

The potential victims, for the SEC's purposes, would be investors who bought municipal bonds in California, which must be repaid from taxpayer money. If Calpers failed to disclose the risk of losses that could impact taxpayers (and thus add to the risk that bond holders wouldn't be 't be paid back, the pension fund could be in some trouble with the feds.
